meaning of "virtual"

Does "virtual" in both of the contexts mean "real and actual"?

Context #1:

Crucially, Wilson paints the gum, not the pavement and so cannot, theoretically, be charged with criminal damage. Arguably, then, used chewing gum takes on the virtual– or, indeed, actual – status of an ‘independent republic’.

Context #2:

we drove to the cottage in virtual silence.
