meaning of "unfinished"

I think "unfinished" in the first context means "without result" while in the second context meaning "continuing". Am I right?

Context #1

Debord and the Situationist International became substantially associated with Lefebvre in the early years of the movement’s existence since, in both actuality and spirit, they certainly ‘lived nearby’. The relationship, later described by Lefebvre as ‘a sort of unfinished love affair’, had broken down acrimoniously by 1962 owing to irreconcilable theoretical differences, as well as accusations of plagiarism.

Context #2

Overall, then: ‘Art produces a specific sociability. It remains to be seen what the status of this is in the set of “states of encounter” proposed by the city’. Importantly, the transitivity in question introduces ‘that formal disorder which is inherent to dialogue’. As such, it ‘denies the existence of any specific “place of art”, in favour of a forever unfinished discursiveness’

I hope you recognize that 'unfinished' in itself does not allow of those variations in meaning; it is only the context, the surrounding semantics, that permits your interpretations.
