Meaning of 'to determine if'

The hearing was first requested by an association of progressive lawyers to determine if there's any truth to the regime's claim.

I think that the to infinitive is interpreted as a meaning of purpose like I am here to see you, right? Or is there another interpretation to native English speakers?
