meaning of "to be held and turned in the mind"?

I'd like to know the exact meaning of "to be held and turned in the mind".

One example of the sentences in which the expression is being used,

"the work itself is good but mostly dry, morsels of Stoicism that are easily held and turned in the mind over the course of a day" (I just google for the phrase and found this sentence.)
