Meaning of tide and pour

Hello teachers,
Could you please help me telling the meaning of the following words? that are:
Tide ; Flow of water
Pour; Heavy and continuous flow of water
please do correct if i am wrong
My another query is kindly tell me the meaning of the following sentences they are:
There is no brief for the press. It was a brief stopover.
I am unable to find the answer of first sentence while I did guess work for second sentence that is:
for second sentence I think it would be It was a brief way station .
