Meaning of these phrases and their usageNo

Could you tell me plz what do these phrases mean and how can I use them?

Not since

(not since the last century has Gatonga had such a bad governor)

Never before
(never before has tax payers' money been so inefficiently spent)

So little
(so little does she say that you could write in on a postcard)

And I was wondering if you can tell me where can I find some exercises for 'em?
