Meaning of "there"?

please tell me what is the difference between these two sentences :

1.there is a new restaurant in king street.

2.a new restaurant is in king street.

i actually want to know when should we use "there" ?

There are several uses of there, but the use that you're working with here indicates the existence of a thing at a certain location.

You want the first one.

You don't want the second one.
