I know what frugal and fault mean, but i dont understand the sentense

" there were frugal to a fault"

Another question is that what 's the difference between "marry with" and "marry to"

Hi, I know what frugal and fault mean, but i dont understand the sentense " there they were frugal to a fault" They were so frugal that it was a fault . They were too frugal. Another question is that what 's the difference between "marry with" and "marry to" We normally just say eg Tom married Mary.
