There is a prefix "ill" meaning badly, and it is commonly paired with past participles, but I've not seen it with "afforded." These are common:
1. ill-advised
2. ill-bred
3. ill-conceived
4. ill-considered
5. ill-defined
6. ill-equipped
7.

Thanks for the reply, here is the full sentence: ''Even though this may seem more superficial in its significance, it transpires that the magnitude of ditances results in making all waiting and the breaking of appointments an ill-afforded waste of time.''
