Meaning of " the top down"

What's meaning of this sentence ?

They had the top down on the car
Its a little bit confusing here word top and down at the same time
Maybe they meant down of the hill ?

They had a picnic breakfast on the back seat of the car,
and soon they stopped to eat it.

I understood from first part of this sentence, that they ate their breakfast inside of their car, but after I read whole sentence
I changed my mind

Till now I've heard "I had my breakfast" in meaning I ate it already

You are right because '..and soon they stopped to eat it' indicates they hadn't eaten the breakfast until they stopped.
