Meaning of the structure too~to and too~for

I'd like to know the exact meaning of the structure 'too~to'.

1) It's too cold for us to swim.
2) It's too cold for us swimming.
Could I rephrase #1,#2, like the following sentence ?:
3) If we swam, we would feel cold.
