Meaning of the sentence?

I came across this line when i watched a movie in which an interviewer asked a rich guy this question below.

"-Interviewer: Does money buy happiness ?

- No, that's when these are on someone who does not buy happiness one. That 's a quick one."

I do not understand the red sentence. Can anyone explain it?
