Payment must be received other than though cash on or before the date of agreement.

So the payment must be made through bank or any other terms in lieu of cash.

No - it means the opposite. The means of payment must be cash - this is what is meant by "payment in cash".

"You must make payment in cash, not by internet transfer or credit card".

Payment "through" cash is not good but understandable.
