Meaning of the phrase

"I'll give you a call tomorrow at 12pm at the latest"
Does this phrase imply that if he/she does not call me before 12pm I should just forget about the business with him/her? If I call him/her in a couple days would he/she take it as if I did not understand what he/she was trying to convey?

I've posted this topic a couple hours ago as an anonymous, it still has not appeared in the forum. Sorry in advance if it is a double post.
