meaning of statement

Hello, everyone.

Would you please help me understand the following statement:

"If only we could get Muslims to boycott all airlines, we could dispense with airport security altogether."

1. What does it mean to get someone to boycott something? Is it talking here about convincing, or forcing?

2.Does the second part of the sentence (we could..) suggest that if muslims no longer use airports, then so the security there will be no longer needed?
