Meaning of some phrases

Hi,
Here is a paragraph which I need clarification in some parts:

"Unless otherwise provided herein, all proposals to install or replace an antenna tower or support structure in any zoning district shall require the approval of a conditional use permit, subject to the following limitations"

"Unless otherwise provided herein" means "unless it says otherwise somewhere else in this document" (i.e. there may be some special cases or exclusions covered in other paragraphs).

"subject to the following limitations" means that the points following (1, 2, 3, etc.) are extra restrictions or conditions applying to this aspect of the regulations.

"The planning and zoning commission may consider current or emerging industry standards and practices among other information in determining feasibility."

"current or emerging" modifies "industry standards and practices".

"current or emerging" means presently in use, or being developed / beginning to be used.

"industry standards and practices" means standards (expected levels of quality) and practices (ways that things are done) that are adopted by the relevant industry.
