Meaning of sniping over?

Hello.

I came across the next sentence: "He also called for unity amid sniping over the attempt to ignite explosives aboard a jet from Amsterdam to Detroit.", a quote from The Wall Street Journal.

What does sniping over mean in this sentence? Does it mean something along the lines of "to condemn" or "to criticize"?
