Meaning of ‘signal Remarks’

The passage below is from A History of the Index by Dennis Duncan.

Our third witness for the prosecution, James Howell’s Proedria Basilike (1664), has no index at all. Instead, placed on its own in the middle of the last page, there is a note, signed by the publisher, Christopher Eccleston:

The Bookseller to the Reader

The Reason why ther is no Table or Index added herunto, is, That evry Page in this Work is so full of signal Remarks, that were they couched in an Index, it wold make a Volume as big as the Book, and so make the Postern Gate to bear no proportion with the Building.

Chr. Eccleston.

In this passage I have two questions.

First, I don’t know the exact meaning of ‘signal Remarks’. In my wildguess it seems to mean something like ‘cross reference’ since signal can mean to give a sign or to indicate. (Am I right?)

Last ‘the Postern Gate to bear no proportion with the Building’. It seems to say addendum, that is the Postern Gate gets too big comparing to the main Building. (Am I right?)

Thanks in advance.

No. That uses the rather uncommon adjective "signal": "distinguished from the ordinary : notable"
