Meaning of 'settled into its unbreakable parts' ?

Please help me to know the meaning of "settled into its unbreakable parts" in this excerpt, and please tell me what the 'it' in 'it appeared settled into...' Refer to; the city or the fire?

“The city hung in front of them on the side of the mountain as if it were a larger part of the same pile, not yet buried so deep. The fire had gone out of it and it appeared settled into its unbreakable parts. The boy did not intend to go to the schoolteacher's until daylight”

@FumbleFingers could you help me with the meaning of 'unbreakable parts' ? Are they parts that are in the darkness and couldn't be seen? Or they are areas that are cohered? Or anything else?
