Basically, it means 'limited' in some way, Hanuman. If I say that in the sentence, 'I bought a green snake yesterday', 'green' qualifies or limits 'snake' by excluding all brown or yellow ones. I am unclear, however, as to how an infinitive could qualify a verb, other than that it would represent only one form of the verb-- thus, 'to matriculate' would qualify 'matriculate' by excluding 'have been matriculating', etc.

I think that when they speak of an infinitive qualifying a verb in a grammar textbook, they mean expressions like “continued to write” or “begins to jump” etc., where the use of the infinitive really does restrict the meaning of the main verb (“continued” or “begins”) by making the description of the action more specific.
