Meaning of 'see beyond tragedy'

Hi, can someone help me to figure out the meaning of 'see beyond tragedy' in the following sentence?

.......people who, in times of trauma unimaginable to most, have the strength and compassion to see beyond the tragedy; who have respected the decisions of their loved ones or made decisions on their behalf; to allow others to live a life and have a quality of life that otherwise would not have been possible.

Does it mean 'to see the positive side in all?'
