This is advertising-speak, where grammatical correctness is often sacrificed for impact on the reader.
Here, SCALE refers to the "size" of something, the way a doll's house is a SCALE model of a real house.

This is what I think that sentence means:

"At a small SCALE, this program can do automated migration of standard Notes applications (a small or simple task), and at a larger SCALE, it can do advanced migration ..."

The software (or whatever it is) can do things at different SCALES or sizes (in this case, levels of complexity or size).
With software, or really ANY system, SCALABILITY can be important. If a system is SCALABLE, then as the requirements grow, the system can grow with them; in other words, the system can be SCALED to fit the requirements. If a system is not SCALABLE, then as the requirements grow (e.g. more users or more information are added to a system), the system may not be able to keep up. It would be like trying to put people in a doll's house.
This is what the reference to SCALE means in that sentence, I believe.
