The expression "reading the tea leaves" is usually used to mean "reading into things" or "looking for meanings or subtext."
For example, if somebody asks you if you misinterpreted something, you might reply "I wasn't reading the tea leaves." Meaning, I wasn't looking for a meaning that might or might not be there and I was just taking the information at face value.
It means that when you view the underside of the leaves, as opposed to the top portion, it will rain soon. This is a natural way for us as humans to make a short term prediction that it is actually going to rain. The leaf curl in response to rising barometric pressure is very telling, and helped our ancestors make the much needed prediction for crops.
