Meaning of Rate's Pin

Hi, I'm french and as a hobby I help in a scantrad team (as a translator).
While I was translating, I found a sentence I could never catch the meaning of, here it is : "The rate's pin 2-6 with chips at 500 yens."

The bold part is the one I don't understand. As for the context, it takes place before a mah-jong game, so I guess it is gamble related.

Any help would be greatly appreciated !

P.S : Here's the link to the manga's page (the sentence is the first in the right corner : http://crazytje.be/reader/show/4cc9ae60-a6a8-45f6-829d-0bc0d0359e0c/0/8 ).

I don't need a french translation but if someone was able to give some hints so I can understand the meaning of this.

I don't know the jargon associated with this sort of thing, but if you take "rate's" as "rate is", does it make any more sense? The rate is pin 2 - 6 ... The question is, the rate of what?
