Meaning of Quran 2:106

Please any Brother/Sister help me with this as i am new to English:
“None of Our revelations do We abrogate or cause to be forgotten, but We substitute something better or similar: Knowest thou not that Allah Hath power over all things?” (Quran 2:106)
What is the meaning of this verse? Does it mean that if God is abrogating something its actually not abrogation because he is substituting some thing better or similar? Right?

We won't cancel anything we've already said, but we might substitute something else for it.

It sounds to me like this is an attempt to preserve
