Meaning of "account for"

Hello,
according to my dictionary, "to account for" means "to form the total of something", or "to explain the reason or the cause for something". However, I often find it used as a synonim for "to take into account". For example: "Accounting for the needs of people with disabilities". Is this a correct usage?
