I happened to read a sentence and there was a word whose meaning was confusing

The following is the sentence:

The Seebohm Report, together with the Local Authority Social Services Act(9170), which followed,

established the personal social services as a central element of state welfare provision.

The word in question is, as you can see, provision.

At first I thought that it stood for a legal document.

then a thought struck me that it might meant providing of state welfare.

Please tell me which is right.
