Meaning of "proper." A noun?

Hi,
What is the meaning of "proper" in the sentence below?

He pushes the shopping cart to the sidewalk and facing downhill, jumps on the back and rides into Hollywood proper.

I agree with the "main part" of the city. (Not all towns have clearly defined "city limits.")

The outlying areas could be rural.

(Well, not if we're talking about "THE" Hollywood, which is entirely within the city limits of Los Angeles.)

That could be a hellova ride, by the way, depending on how far up into the Hollywood Hills he began his trip!
