Meaning of " perceived"

Hi all, could somebody tell me the meaning of " perceived" in the following sentence?

" Today's young people, regardless of their perceived disabilities or foibles, will continue to have access to the full range of educational and social opportunities in our school."

My understanding:

1, perceived = to be thought as

2, perceived disabilities = disabled in hearing, noticing, understanding etc.

Could you explain to me whcih one is right and why?
