Meaning of " Paid more than Market Rate"

Context: Lisa has been working for John more than two years. She just talked to John about her salary once for a year and whatever John gave her she took the offer straightaway. Every now and then John told Lisa that she was paid more than market rate and and he has tried his best for the remuneration package.
Question: I want to know what the hidden meaning of “Being paid more than market rate” and “ I have tried my best” in this story. For “Being paid more than market rate”, 1) John paid Lisa more than what she deserves based on the value of her work and working hours. 2) Lisa is doing great job and that’s why she earns $60 dollars more than her counterparts. Which one is correct understanding?
Is “I have tried my best” an expression used daily if someone has done something but actually hasn’t tried his best, or only these who seriously have tried their best can say this line?
I would appreciate if native English speakers can share your understanding about the two expressions.

For the first one, Lisa is in a lower position but she worked 11 to 12 hours a day and six days a week and she did everything in the office except marketing and sales. Yet her rate is based on normal work range and hours and intensity.
