Meaning of "of"

Hi,
In the following sentece, I want to know the meaning of highlighted "Of".


Of particular concern to early browsers was the graceful degradation of pages when the browser didn ' tsupport JavaScript.

I can guess the meaning of the "highlighted Of" and the "red of" in the middle of the sentence is diferrent.
