Meaning of "oblige"

Hello.

I would like to ask you the uage of "oblige".

a. He had been obliged to play golf but found it a tedious game.

In a, was it "he" that decided to play golf? Or did anyone force him to play golf?

Which interpretation is natural?

b. Even if you do not want to go to Brasilia, you are obliged to, as the company does not have a direct flight.

In b, is it "you" that decide to go to Brazilia? Or does someone force her to go to Brazilia?
