Meaning of 'Not Really'?

When the person you are in a romantic relationship with is asked, "Do you want to end things with me, Hun?" His answer, "Not really." Is that a 'No' he doesn't want to end things with me? Need confirmation. Men are from Mars and Women are from Venus. =/
