Meaning of "not in a month of Sundays"

I've found the expression "not in a month of Sundays". However, it seems as though this might be a informal expression. Therefore, I would really appreciate it if someone could let me know whether the following expression could be used in formal or academic writing.

He's never going to get that finished in a month of Sundays.
