Meaning of New Year EVE,

Hi Friends,

First of all, Very Happy New Year to people all over the world

I have 2 questions (related to new year Emotion: big smile ),

1. What is meaning of EVE comes with New year.
2. I want to say that with the start of new year (2008/12/31/ 23:59:59 turns to 2009/01/01 00:00:00) some things started like fireworks. What is the good way to say that.
