Meaning of "moving one's hands toward one's face"

Hi,

Excuse me for re-posting this question. I somehow got no sufficient answer.

Would you tell me the picture that you think you are supposed to have as you read the underlined part? Is it like, her face covered with her hands? or is it more like literal: her hands in the air moving towards her face?

She moved her hands toward her face, and I worried that she might start to cry.
