Meaning of “moving on”

Hello! What ja meant by “moving on”?

1. When I’m the one who Break up a relationship...can I say that I’m then moving on? Or is my partner the person which must move on (moving on)

Or is it both ways?

Ok I understand you, Yes then both have to move on but when Person A is the one who breaks up (he don’t want anymore the rel. ship) but Person 2 want ...

Can I say then: Person A then is moving on

Or is Person B moving on ?
