Meaning of "make immunisation mandate"

I wrote the following sentence as a part of one of my essays. However, I am not sure about "make immunisation mandate" part. Therefore, I would really appreciate it if someone could let me know whether the following sentence is grammatically correct or not. In addition, the context of this sentence is that an essay about whether governments should oblige their citizens to immunise their offspring.


Therefore, it is argued that governments should make immunisation mandate, while others, on the contrary, believe that parents should have the freedom to decide whether they need to vaccinate their children or not.
