Meaning of Look Upon

Could you please tell me the meaning of look upon? I was writing an essay on Sir Isaac Newton and I wanted to write this :

Many great people have read his works and look upon them as the basis for the fundamental theories of the Universal Laws of Gravitation.

I'd say that "to look upon" literaly means "to view, to observe, to gaze on." But, figuratively, it can mean "believe" or "consider" as well as the other examples CJ has given above.
