Meaning of 'Lock the liquor cabinet'

Hi, would you please tell me what is the meaning of Lock the liquor cabinet . Hide the women and children in the following text:

The Florida legislature was in session five blocks away at the Capitol, and all the downtown lounges were busy with important people talking politics and angling for money and sex.

Lacy entered ( the bar of the hotel), got her share of looks from the male crowd, and walked toward the right rear where she found Margie alone at a small table in a corner with glass of water in front of her.

"Thanks for coming," she said as Lacy took a seat.

"Sure. You know this place?"

"No. First time. Pretty popular, huh?"

"This time of the year, yes. Things settle down when the carnival is over."

"The carnival?"

"The legislative session. January through March.Lock the liquor cabinet. Hide the women and childeren. You know the routine."

Why lock the liquor cabinet and hide the women and children. I don't understand.

Thanks

Apparently, when the Florida legislature is in session, downtown Tallahassee becomes a wild place, full of reprobate politicians and lobbyists of all kinds, ones that will raid your liquor cabinet, seduce your wife, and do ***-knows-what to your children. I think the writer had Lacy speak carelessly, and the children really don't belong in there. The children slipped in from "women and children first".

  • This "hide your X" is well-known hyperbole, often on the form "hide your daughters".
