Meaning of intent of sentence

" A turn around such as this almost wants me to think of corruption or embezzlement of some type". I used it in a letter to a radio station where I couldn't understand a large turn around in a city budget from a large surplus to an even larger short fall. The city in question is now looking into suing me for libel. Just looking for a breakdown of the sentence to see if it falls under intent as an acusation or as the wimzical wondering of a lay person.
