Well, I heard that phrase in a tv series, I think it could mean to not be any important person in high school.

The guy said that he borrowed/stole a car to impress a girl who had a reputation and he was o for high school.

Am I interpreting that correctly?

I can only suppose that it means that he did not finish high school, but it is not a slang phrase that I am familiar with.
