Meaning of "hopped up"

Hi,

I have questions about the parts I underlined.

We all tell him no and he walks over to pay phone to make a call. He's always hopped up on something and talking about how he's trying to stay clean and sober.

1) What does this mean?

2) Is it okay to assume "stay clean" means always related to a drug issue?
