Meaning of "hold"???

Please look at the following sentence.

"Viet Nam supported the international community's efforts to prevent terrorism,and held that the guilty must be punished adequately,he said"

I couldn't know the meaning of "held" in the sentence. Couldn't someone tell me the meaning of that "held"?
