Meaning of hang low in the sky

What is the meaning of 'the sun hung low in the sky'?

I couldn't find out any definition for this sentence, but my own speculation is that the sun was gonna go down. Am I right?

It is could be a graphic description of the sun in the wintertime in northern latitudes. The sun never rises very far above the horizon, and it seems the just "hang" there as it moves from sunrise to sunset.
