Meaning of "get it licked"

Hi,

I'm trying to work out the meaning of "get it licked", the original sentence is as follows:

The tires are still burning. The parish keeps trying to put the fire out, and sometimes it'll die down for a couple of days, but just when they think they've got it licked, a spark will catch and the tires start to glow

I guess "get it licked" means "to succeed in doing some task"/"get things straight", right ?

Is this phrase in general use ?

As you have no doubt discovered it's not something you will hear every day, but it's certainly common enough that I would expect all native speakers (of AmE, at least) to know its meaning.

The meaning of 'licked' as used here is 'defeated' or 'beaten into submission'.

"My dad can lick your dad any day!"

"Quantum physics has me licked."

Got it licked can be used in many contrext. With this one "have it figured out"
