Meaning of 'freak-out'

In the sense of "a person who freaks out", what does freak-out mean? Is it an insult? If you're calling someone a freak, that's an insult I think, but what about freak-out? What's the difference?

I think I've seen it in the meaning of "someone who is easily frightened", is that correct? What else can it mean?

"a freak" is an eccentric person. "freak out" usually means either "to become angry/hysterical" or "become extremely surprised". It's not insulting at all but is very casual language and perhaps even slang.
