Meaning of 'fire hardened' ?

Hi
Please guide me for some problems in the extract below:
“He barely noticed when he ran out of the woods onto the bare red road. It streaked beneath him like fire hardened and only gradually as his breath choked him did he slow down and begin to take his bearings. The sky, the woods on either side, the ground beneath him, came to a halt and the road assumed direction”

1. What the writer mean with 'fire hardened'?
2. Is 'hardened' here an adjective for 'fire' here?
3. Why 'did' is before subject in '...his breath choked him did he slow down...'?

1) I'm not sure. Usually fire hardened means made hard by exposure to fire, but you would expect to find another word after hardened identifying what has been hardened by fire. In this case I can only assume that it means hardened fire , perhaps a reference to the red color of the road.
