Meaning of "during a year"

Hi teachers,

"This product has risen 5% this year during a year when sales in the industry have been flat."

1. If this year refers to 2008, would "during a year" mean 2008 too?

2. Does this sentence mean "In a year like 2009 (midst of 2008), which sales in the industry have been flat, however this product has risen 5% (still in 2008)?

I apologize for the mistake I made in #2. I reowrded the sentence below.

"This product has risen 5% this year during a year when sales in the industry have been flat."

#1. If this year is 2008, Does this sentence mean"Despite during 2008, a year when sales in the industry have been flat, this product has risen 5%"?

2-- I don't consider a 5% rise in sales particularly good, but it is better than in the rest of the industry, which has been 0%.
