Meaning of "cop"

Hi,

I've noticed that some people use "cop" to mean "own up to".

For example:

1. I won't cop to that

2. I'm not going to cop to killing her

Do any of the two sound natural to you?

Is it strictly police talk, or can a layman use the word "cop" in that way ?

Hi. I checked up on my Lingvo and Oxford American Dictionary gave me this definition: "accept or admit to" There are a lot of people who don't cop to their past .

"accept or admit to"
There are a lot of people who don't cop to their past.
